・ | During the postwar reconstruction period under the control of GHQ, with the end of the occupation administration, the business model of building management (maintenance) by contract was started for the first time in Japan. Eventually, it spontaneously developed into a new industry called building maintenance. At the center of the building maintenance industry, which now employs over 1.17 million people and has sales of 4 trillion yen, is a man named Shotaro Asaji, who has been driving this industry. This book is a biography of Shotaro Asaji, who demonstrated his business acumen from a young age, served as a bridge between the occupying forces and the Japanese side as the Japanese chief advisor to the Housing and Buildings Bureau at GHQ, and eventually led the creation and development of the building maintenance industry in Japan. Asaji eventually became the honorary life chairman of the World Building Services Federation, which was established by fellow professionals from various countries. Shotaro Asaji, born on March 16, 1905 and from Kanazawa City, passed away on August 8, 1983 at the age of 78. Shoichi Asaji
Born in Tokyo in 1938, Shoichi Asaji graduated from Keio University Faculty of Economics in 1960. That same year, he joined Nippon Building Service Co., Ltd. In 1975, he assumed the role of representative director and president of the company. In 2005, he transferred his shares in the company to Bill Agent and took on the role of special advisor.
Throughout his career, Asaji held various positions, including Director of the Tokyo Community Chest of Japan in 1970, Chairman of the Tokyo Junior Chamber of Commerce in 1975, Director of the National Building Maintenance Association in 1977, Member of the Tokyo Chamber of Commerce and Industry in 1982, and Member of the Tokyo Regional Employment Security Council and the Central Labor Standards Council of the Ministry of Labor in 1983 and 1993, respectively. He also served as a member of the Tokyo Metropolitan Environment Council in 1994, Vice President of the Tokyo Chamber of Commerce and Industry in 2001, Chairman of the Welfare Living Environment Coordinator Association in 2002, and Expert Member of the Cabinet Office Gender Equality Council in 2003. Notably, he chaired the Hibiya Park 100th Anniversary Project Executive Committee. Currently, he serves as the representative of Asaji Office and an advisor to the Tokyo Chamber of Commerce and Industry.

Tamaki Okada
Tamaki Okada was born in 1955 in Hyogo Prefecture. He graduated from Kyoto Sangyo University Faculty of Law in 1977 and subsequently joined Social Environment Research Institute Co., Ltd. During his tenure, he held positions such as deputy editor-in-chief and editor-in-chief. Later, he transitioned to roles such as Public Relations Manager, General Affairs Department Manager, Deputy General Affairs Department Manager and Public Relations Manager of Globeship, and Counselor, among others, at Nippon Building Service Co., Ltd. His current position is Chairman of the Nonprofit Organization Comfortable Town Planning Association, a role he has held since 2008.
Okada has authored works such as "The Ultimate Building Observation" and has contributed to co-authored works including "Tokyo Great Transformation," "Redevelopment Tokyo Bay Network," and "Redevelopment Osaka Bay Network," all published by Jutaku Shinposha. Additionally, he spearheaded the reprinting and editing of previously out-of-print titles such as "Zushi Nagisa Hotel Story" and "The Practice of Building Cleaning."

1970年社会福祉法人東京都共同募金会理事、1975年社団法人東京青年会議所理事長、1977年社団法人全国ビルメンテナンス協会理事、1982年東京商工会議所議員、1983年東京都地方職業安定審議会委員、1993年労働省中央労働基準審議会委員、1994年東京都環境審議会委員、2001年東京商工会議所副会頭、2002年福祉住環境コーディネーター協会会長、2003年内閣府男女共同参画会議専門委員、同年日比谷公園100周年記念事業実行委員会委員長など、多くの役職を歴任。現在、♥浅地(あさじ)事務所代表、東京商工会議所顧問。

1955年生まれ、兵庫県出身。1977年京都産業大学法学部卒業。同年株式会社社会環境研究所入社。編集部次長、同取締役編集長などを歴任。その後、♥日本ビルサービス株式会社広報部長、総務部部長、グローブシップ総務部長代理兼広報課長、同参事などを経て、現在に至る。2008年から特定非営利活動法人快適な街づくり協会理事長。
著書としては『究極のビル観察学』が、また共著として『東京大転換』『再開発 東京ベイネットワーク』『再開発 大阪ベイネットワーク』(すべて住宅新報社発行)などがある。また絶版となっていた『逗子なぎさホテル物語』(復刻版)、『建物清掃の実際』(復刻新訂版)の復刻に取り組み、編集を担当した。

With the advent of the Reiwa era, large-scale redevelopment is underway in urban areas centered around Tokyo, giving rise to towns surrounded by towering skyscrapers. Behind this splendid cityscape, one can discern the building maintenance industry, which has adapted and flourished with the changing times, as well as the influential figure of Shotaro Asaji, who played a pivotal role in its inception.
The building maintenance industry emerged organically following the lifting of the Allied occupation through the peace treaty. Established as a wholly owned subsidiary of Mitsubishi Estate Co., Ltd., Japan Custodial Service Co., Ltd. pioneered the business model of “managing (maintaining) other people’s buildings through contractual agreements,” becoming the first of its kind in Japan. Although hastily formed at the behest of the U.S. Department of State, failure could jeopardize Japan’s national interests. Hence, it appears that Shotaro Asaji, who served as the chief Japanese advisor of the Housing and Building Bureau at GHQ, was brought on board the new company under certain conditions.
Subsequently, Japan’s building maintenance industry underwent a significant transformation with the enactment and enforcement of the “Building Management Law,” solidifying its position as an urban industry. Moreover, the industry saw a pivotal shift towards addressing environmental concerns. Leading building maintenance companies began acquiring ISO 14001, an international standard for environmental management systems, as a mark of credibility, aligning themselves with the Sustainable Development Goals (SDGs), which have become a global corporate trend.
Given the imperative for enhanced hygiene in the wake of the COVID-19 pandemic, the convergence of initiatives towards building environmental hygiene management and SDGs is anticipated to assume even greater significance in the future.
“ON-KO-CHI-SHIN” - Reflecting on the past to forge ahead into the future. May this book serve as a guiding light towards that endeavor.

令和となり、東京を中心とした都市部では、大規模な再開発が進められ、高層建築に囲まれた街が次々に誕生しています。その華々しい街並みの背後には、時代に合わせて変容し、発展してきたビルメンテナンス産業と、その誕生を促す役割を果たした父・浅地庄太郎の姿が透けて見えます。
講和条約によって連合国からの占領が解かれ、自然発生的に誕生したのが、ビルメンテナンス業です。三菱地所(Mitsubishi Estate Co., Ltd.)の100%出資子会社として設立された日本不動産管理株式会社が、我が国で初めて「契約を結ぶことによって他人のビルを管理(メンテナンス)する」という業務形態をスタートさせたのです。同社はアメリカ国務省当局の依頼により、急遽設立した会社でしたが、失敗すると日本の国益を損なうことにもなりかねません。そのため、GHQで住宅建物局日本人首席顧問を務めていた浅地庄太郎を新会社に迎える条件で受託したそうです。
その後、我が国のビルメンテナンス業は、「ビル管理法」の成立施行によって、都市産業としての基盤が確立され、「環境」を取り扱うという意味で大きな転換期を迎えました。さらに大手ビルメン会社を中心に信頼の証として環境マネジメントシステムに関する国際規格ISO14001を取得するようになり、今や世界の企業の潮流ともなっているSDGs(持続可能な開発目標)へとつながります。
新型コロナウィルスに端を発する衛生強化の観点からも、今後、より一層、建物の環境衛生管理+SDGsへの取り組みは重要になってくるものと思われます。
「温故知新(おんこちしん)」――これまでの成してきた過去を振り返り、未来を拓く。本書が、そのための一助ともなれば幸いです。
